Noise nuisance

Noise nuisance is classed as persistent and unreasonably loud noises such as loud music, shouting and arguing, slamming doors and revving car engines. For noise nuisance to be considered “persistent”, it will occur for at least 30 minutes a day for five or more days. Normal household noise, at reasonable times, is not anti-social behaviour.

If you are experiencing noise nuisance, firstly try to talk about it with the person in a calm friendly way – they may not be aware that they are causing an issue for their neighbours or people nearby.  

If the problem continues, report it to us and contact your council’s Environmental Health Team. We will then speak to your neighbour on your behalf. 

You may be asked to provide recordings of the noise, and we will explain how to do that. Make sure you are also writing a diary of what incidents are happening and when, as evidence will be needed for United Welsh or the council to take action. 

What we can do 

  • Investigate the information you provide and work with the council team to assess if it is a “statutory noise nuisance” 
  • Work with the police if any related reports have been made to them 
  • Send a letter or warning to your neighbour explaining the issue and asking them to adjust their behaviour 
  • Invite you and your neighbour to mediation, to find a resolution  
  • Ask your neighbour to sign an Acceptable Behaviour Agreement; this might include a plan for how they will take responsibility for reducing the noise  
  • If any support needs are identified, we can work with other agencies that might help to reduce the noise nuisance or the impact it has 
  • In the worst cases, we can take legal action such as applying to court for an injunction or seeking possession if the person shows no signs of stopping, despite repeated attempts to work with them.
