Swap your home with someone

If your home is no longer meeting your needs, it’s possible to swap homes with another United Welsh resident, or someone else living in a social housing property. You and your swap partner will need to have written consent from both landlords to swap homes.

How to submit your application

Click here to register or login to the Ted app. You can also download it to your phone or tablet from Google Play or the App Store (search for United Welsh Ted app).

In the Requests section, complete a ‘Landlord’s Consent’ form, providing as much detail about the home swap as you can.

You will need to cover all the costs of your move, so please bear that in mind before applying to swap.

Please note, you can’t apply to swap homes if:

  • you do not have a housing contract (you have a license)
  • you have rent arrears.

If you are not sure if you have a fixed-term contract, check your contract documents in your account on the Ted app, or contact us and we will tell you.

Contact us

Once we have received your form with the details of your request, United Welsh has one month to decide, or 14 days to ask for more information. 

If we need more information about your request, you must provide it within 14 days. 

From the date of receiving more information, United Welsh has one month to decide if your home swap request can be granted.

If United Welsh does not give consent, we will tell you why and explain our reasons.

The reason may be:

  • You have rent arrears to pay
  • You have broken your housing contract
  • The other home has been deemed unsuitable for your household
  • The other home has adaptations that you don’t need.

If your request to swap homes wasn’t granted, you can request a review.

This should be done within 14 days of receiving your decision.

The line manager of the decision maker will review the request, and the decision, within 28 days. They will then write to you to update you.

If you are still unhappy with the decision after the review, you can apply to court. This means you would ask the court to order United Welsh to give consent. You would pay the court costs for this.

No, your rent might change after the swap, and this might affect whether your swap partner wants to go ahead. We’ll let you know about any rent changes early in the process.

Before approving the home swap, we will arrange an inspection of your home, including gas and electrical safety checks.

If there is minimal damage to the home that has been caused by your household, Celtic Horizons will repair it and recharge you for the costs, with your approval.

However, please note that if there is more significant damage to the home, your swap will not be granted. You will need to submit another swap request once all the repair work is done.

We will also arrange a property inspection with your swap partner if they live in a  United Welsh home.

If the damage is minimal we will repair and recharge if the contract-holder requests this, however if the damage is costly then we will refuse the transfer and they will need to resubmit the request once all the work is completed.

One of our Neighbourhood Coordinators will arrange for you and your swap partner to sign all the paperwork and exchange keys. Your new housing contract, and therefore your new home, is not officially yours until the paperwork is signed, so please don’t move anything in advance.

You can also cancel the swap at any point before the new contract is signed.
