Work set to begin on second phase of major housing development

The second phase of work on a major housing development in Abertridwr, Caerphilly, is set to begin.

Working in partnership with Caerphilly County Borough Council and Welsh Government, not-for-profit housing organisation United Welsh is delivering 152 homes at the former Windsor Colliery site.

Caerphilly County Borough Council has confirmed that remediation and groundworks have now been completed, paving the way for the second phase of construction to begin.

The project will provide 70% affordable housing, including general needs homes and properties for intermediate rent, alongside high-quality accommodation for single residents. The remaining homes will be delivered as open market sale through United Welsh’s sales brand, Harmoni Homes.

Supported by Welsh Government through the Social Housing Grant and Housing Viability Gap Funding (HVGF) from the Cardiff Capital Region, the project represents a significant investment in the local community.

Cllr Shayne Cook, Caerphilly Council’s Deputy Leader and Cabinet Member for Housing, said: 
“We’re delighted to be working in partnership with United Welsh to transform this disused space into much needed energy efficient affordable homes, including much needed single person homes for local people.”

The homes will be built by Celtic Offsite, a social enterprise within the United Welsh Group.

Celtic Offsite will manufacture the timber frame structures from its factory in Caerphilly, with the homes being completed on-site by contractor M&J Cosgrove.

Victoria Bolton, Director of Development and Regeneration at United Welsh, added: “This is another important step forward for our development at the former Windsor Colliery, our largest development in Caerphilly to date.

“The project will provide more high quality, affordable homes where people can thrive, as well as breathing new life into the site.

“Alongside delivering much-needed affordable housing, the development is about growing the community and marks an exciting new chapter for Abertridwr.”

Completion of the development is expected by 2029.
