Pet-related nuisance

Pets are a wonderful part of many homes and families, but in some situations, they can cause a nuisance for neighbours and the community.

Our housing contracts require customers who rent a home from us to ask for permission before keeping a pet.

If you are experiencing issues with a neighbour’s animal, please speak to them to let them know how you are feeling. They may not be aware of how their animal’s behaviour is affecting others.

If the issue persists, please let us know and we can talk to your neighbour on your behalf. Pet-related nuisance includes:

  • Excessive barking
  • Repeated fouling
  • Aggressive behaviour such as biting
  • Pets behaving out of control, such as running off the lead in shared communal areas.

If you are worried about the welfare of an animal, please contact the police and RSPCA, as well as speaking to us. The RSPCA has statutory powers to bring criminal prosecutions for mistreatment and cruelty towards animals.

What can we do? 

  • We can investigate the issues and support the police and other agencies with their investigations 
  • If a customer has a pet without permission, we can request that they remove them 
  • If we believe that a customer is keeping a restricted dog breed at their home (as defined under the Dangerous Dogs Act) we can ask them to produce the paperwork to prove they are complying with the law for that dog breed  
  • We can invite you and your neighbour to mediation to find a resolution  
  • We can ask your neighbour to sign an Acceptable Behaviour Agreement; this might include a training course with their pet to improve the pet’s behaviour 
  • If there is enough evidence to identify a customer whose pet is responsible for fouling or damaging communal areas, we may recharge the costs of cleaning to the customer responsible.
